Damn! I had the same thing happen to me a few years ago. Luckily I only received one scratch in the rear bumper behind the tire and a flat tire. I now see every damn bungie cord in the road and avoid them like the plague because of this. It’s how I found out my tires were $350 each.

at least the one hook stayed in place, lucky bunjee cords are cheap, open up the hook with plyers, change the rubber and you can strap something to that tire in no time.
